I’m one of those fans who has been there since the very beginning. It’s interesting that a super niche-sounding collectathon concept would go on to explode like it did. Pokémon, needless to say, is doing just fine. You can never be quite sure how time’s going to treat a franchise. Some will hit the big time and surprise you, while others will start strong and then fizzle out. Keep doing this until your (now very buff) Grass type Pokemon is strong enough to beat both the Staryu and the Starmie.If you’re a veteran of the gaming industry, you’ll have seen all kinds of franchises come and go. However, since you're beating Staryu every time, your Grass Pokemon gets more experience after each loss. Since there are no other Pokemon in your party, you will immediately white out when your Grass Pokemon faints. Once you beat the Staryu, stop grinding on wild Pokemon and start grinding that Staryu. Periodically battle Misty to check if you can beat the Staryu.
Then, put all of your other Pokemon in a Box and train the one Pokemon against wild ones until it can beat Staryu. Get a Grass type Pokemon (or a Pokemon with Grass as it's secondary type, like Paras) and teach it Bullet Seed via TM if it doesn't already know a Grass move.
